2016年11月28日,中共中央办公厅、国务院办公厅印发了《关于全面推行河长制的意见》,对全面推行河长制作出了总体部署,提出了明确要求。今年的政府工作报告也提出:“今年将健全生态保护补偿机制,实施最严格的水资源管理制度,全面推行河长制。”近来,重庆市已在实施河长制方面进行了一些有益探索,很多区县均开展了试点,做了推行河长制的基础工作。今年3月16日,重庆市印发了《重庆市全面推行河长制工作方案》,标志着我市全面推行河长制正式拉开序
