当前杂交水稻种子在生产销售中存在种子质量不合格;虚假宣传;种子价格过高;销售人员素质偏低;推广措施不健全等问题。针对这些问题提出加强技术监督,确保种子质量;加强诚信教育,加大打假力度;加强市场监管,稳定种子价格;提高营销人员素质,强化其职业道德与责任等措施规范杂交水稻种子的生产和销售,切实保护农民利益,促进优良杂交水稻品种的推广。
