《国务院关于积极推进“互联网+”行动的指导意见》日前发布.随即引发国人广泛关注。如何用互联网技术让中国早日人人病有所防和病有所医.更是引起业界和学界的高度重视。一个业界的共识是.让中国人人病有所防和病有所医的关键在于全民健保(将全民医保提升为全民健保).而全民健保的关键则恰是支付制度改革。2009年,国家新医改方案要求“积极探索实行按人头付费、按病种付费、总额预付等方式”;今年国务院办公厅颁发的两个城乡公立医院医改文件中.均只字未提总额预付.而是保留了另外两种付费方式。但实际情况是,总额预付现已遍及全国.而按人头付费和按病种付费在全国应用却极少。
The Guiding Opinions of the State Council on Actively Promoting Internet + Operations were released a few days ago and immediately attracted widespread public concern. How to use Internet technology to prevent and cure as soon as possible any disease in China is even more aroused great attention from industry and academia. An industry consensus is that for all people in China to prevent and treat their illnesses, the key lies in universal health coverage (the universal health insurance will be upgraded to universal health insurance.) The key to universal health insurance is precisely the payment system reform. In 2009, the state’s new plan for medical reform requires that “active exploration should be carried out on the basis of payment on a per capita basis, payment on a sick basis, and total prepayment”. In this document, two urban and rural public hospital medical reform documents promulgated by the General Office of the State Council this year have not been mentioned in total Prepay, but keep the other two payment methods. However, the actual situation is that the total amount of advance payment is now spread all over the country, while payment on a per-head basis and payment on a sick basis are rarely applied nationwide.
