各市人民政府,各县(市、区)人民政府,省政府各部门、各直属机构,各大企业,各高等院校:为贯彻落实《中华人民共和国红十字会法》(以下简称《红十字会法》)和《山东省实施<中华人民共和国红十字会法>办法》(以下简称《实施办法》).充分发挥红十字会在全面建设小康社会中的积极作用,推进我省红十字事业深入健康发展,现结合我省实际提出以下意见。一、提高认识,加强领导多年来,我省各级红十字会认真贯彻《红十字会法》,为政府分忧,为易受损害的人群解难,较好地树立了人道主义救助团体的良好形象,在开展备灾救灾、普及卫生救护和防病知识、组织开展社区服务活动和红十字青少年活动以及推动无偿献血、中国造血干细胞捐献者资料库建设和遗体捐献等方面取得了显著成绩,红十字会工作已经成为社会发展的重要组成部分。但是与形势发展要求相比,还存在一些亟待解决的问题,如有的地方对红十字会
