在黑龙江伊春国有林区实行的“林改”是目前林业经济管理改革的热点问题。国有林区与南方集体里区的“林改”在自然条件、管理体制和微观组织与管理等方面上存在很大差异。伊春的“林改”对于调动劳动者积极性具有积极意义。但这样的改革必须建立在实行“政企分开”、实现森林资源属地化管理、下放商品林经营权式管理体制等整体性改革的基础之上,才能在林业经营组织科学管理下发挥其积极作用。
The implementation of “forest reform” in Yichun state-owned forest area in Heilongjiang is a hot issue in the current reform of forestry economic management. There are great differences in terms of natural conditions, management system, micro-organization and management between the state-owned forest area and the southern collective area. Yichun “forest reform ” has positive significance for mobilizing the enthusiasm of workers. However, such a reform must be based on the implementation of a holistic reform such as “separating government from enterprise”, realizing the localized management of forest resources, and decentralizing the management system of commercial forest management, so that it can play its role under the scientific management of forestry management organizations positive effects.
