编者按:经济社会发展的根本目的在于保障和改善民生。中共十七届五中全会提出,要着力保障和改善民生,合理调整收入分配关系,努力提高居民收入在国民收入分配中的比重、劳动报酬在初次分配中的比重。2010年中央经济工作会议也将改善民生列为今后工作的首要任务。 Editor’s Note: The fundamental purpose of economic and social development is to safeguard and improve people’s livelihood. The Fifth Plenary Session of the 17th Central Committee of the Communist Party of China proposed that efforts should be made to guarantee and improve people’s livelihood, properly adjust the relationship between income distribution and efforts to raise the proportion of residents’ income in the distribution of national income and the proportion of labor remuneration in the initial distribution. The 2010 Central Economic Work Conference also listed the improvement of people’s livelihood as the top priority for its future work.
