随着我国经济的高速发展和城市现代化水平的提高,人们对二次供水的需求变得非常普遍,二次供水已经成为城市供水的一个重要组成部分。以二次供水的准公共物品特性作为研究的切入点,采用理论联系实际、规范分析与实证分析相结合及比较分析的方法,对二次供水的特性、产权的界定、供给制度及定价方式的选择和管理模式进行研究,以期为我国城市二次供水产业的改革与管理提供理论指导。
With the rapid economic development in our country and the improvement of urban modernization, the demand for secondary water supply has become very common. Secondary water supply has become an important part of urban water supply. Taking the characteristics of quasi-public goods of secondary water supply as the starting point of the research, this paper analyzes the characteristics of secondary water supply, the definition of property right, the supply system and the pricing method by combining theory with practice, normative analysis and empirical analysis and comparative analysis Selection and management mode, with a view to provide theoretical guidance for the reform and management of China’s secondary water supply industry.
