当前,我国正处于社会转型和经济结构调整的重要时期,社会矛盾纠纷凸显,一些利益冲突以人民群众信访的形式表现出来。在这样一种社会背景下,作为掌握矛盾纠纷最终裁决权的人民法院,每年受理案件的数量逐年增加,各种涉法涉诉信访问题相继出现,已成为困扰人民法院依法行使审判权的突出问题。因此,全面分析涉法涉诉信访产生的原因、特点及趋势,及时采取措施加以有效应对,已成为人民法院目前面临的重要政治任务。 At present, our country is in an important period of social restructuring and economic restructuring. Social conflicts and disputes have become prominent. Some conflicts of interest have been shown in the form of letters and visits by the people. Under such a social background, the number of cases accepted by the people’s courts that handle the final adjudication of conflicts and disputes has been increasing year by year.
