全国山洪灾害防治县级非工程措施项目建设工作于2010年11月全面启动,计划用3年时间初步完成《全国山洪灾害防治规划》确定的1 836个县级行政区山洪灾害防治非工程措施体系建设。中央财政已分两批共安排38亿元用于全国1 100个县的非工程措施项目建设。目前,大部分省份已完成项目招投标工作并开始建设实施,湖南、江西、云南等地刚刚建成的非工程措施项目在今年汛期初步发挥作用,有效减免了人员伤亡,防洪减灾成效显著。为督促各地加快山洪灾害防治非工程项目建设进度,国家防总办公室于2011年7月12日和15日分两批在北京组织召
The construction work of the county non-engineering measures for mountain torrent disaster prevention and control started in November 2010 in full swing. It plans to initially complete the construction of non-engineering measures system for mountain torrent disaster prevention and control at 1 836 administrative counties set by the “National Plan of Mountain torrent Disaster Prevention and Control” in 3 years . The central government has arranged a total of 3.8 billion yuan in two batches for the construction of non-engineering measures in 1,100 counties in the country. At present, most of the provinces have completed the project bidding and construction and started construction. The newly constructed non-engineering measures in Hunan, Jiangxi and Yunnan have initially played a role in this year’s flood season, effectively reducing casualties and notable achievements in flood control and disaster mitigation. In order to urge all localities to speed up the construction of non-engineering projects for the prevention and control of mountain torrent disasters, the State Office of Prevention and Prevention organized two batches of battalions in Beijing on July 12 and 15, 2011
