一、法院涉诉信访运行特点1.涉诉信访总量放大,强度增强。由于征地拆迁、企业改制、企业破产、重组、劳资纠纷、社会保障等引发的社会矛盾集中爆发,涉诉信访日益增多,且处理难度大。从2009年到2011年,天宁法院共处理和接待公民来信来访总量达到1942件(人),其中重复信访595件,占信访总量的30.7%。实践中,部分“骨头案”时间跨度长、牵涉面广、当事人无理要求高、对立情绪严重、矛盾易激化,反复做工作后效果仍不理想。 First, the court petition letters and visits characteristics 1.
