环境规制和R&D投入对实现绿色技术进步具有重要影响,但环境规制能否激励工业的R&D创新活动偏向于绿色技术研发尚缺乏深入研究。为此,本文采用基于SBM的Global Malmquist-Luenberger(GML)指数方法测算了1998-2012年中国30个省级层面工业部门的绿色技术进步,通过数理模型推导了环境规制对R&D投入向绿色技术研发偏向的促进作用,并采用动态面板的GMM方法进行了实证检验。研究结果表明:(1)总体上的R&D投入显著有利于工业的绿色技术进步,表明中国工业的自主创新符合新型工业化的发展要求;(2)单纯的环境规制对工业部门绿色技术进步的作用不显著,而通过引导R&D偏向绿色技术方向却是显著的,但是其偏向作用的有效时间只有当期和滞后1期,滞后2年的环境规制对工业研发的引导作用不显著;(3)由于环境规制存在挤占R&D投入的负面作用,导致整体上环境规制对工业部门绿色技术进步的正负影响相互抵消,从而表现为不显著。(4)国有产权、企业规模和对外开放均能够促进中国工业绿色技术进步,而地区工业污染排放强度不利于绿色技术水平的提高。

The results show that: (1) The overall R & D investment significantly contributes to the green technological progress of the industry, indicating that the independent innovation of Chinese industry conforms to the requirements of the new-type industrialization; (2) the effect of pure environmental regulation on green technological progress in the industrial sector is not However, the effective time of the biased R & D is only the current period and the lagged one, and lagging for two years is not significant for the industrial R & D. (3) Due to the environmental regulation There is a negative effect of squeezing R & D investment. As a result, the overall positive and negative impact of environmental regulation on green technological progress in the industrial sector offset each other, thus showing no significant effect. (4) State-owned property rights, firm size and opening to the outside world can all promote the progress of China’s industrial green technologies, while the intensity of industrial pollution discharge in the region is not conducive to the improvement of green technologies.
