山雨欲来风满楼…… 自中国正式加入WTO以来,来自各界关于“为直销立法”的声音不断。就法律的名称,有人说是“直销法”,有人说是“无店铺经营法”,有人说是“无固定地点销售法”;立法时间方面,有人说三年过渡期内,政府一定会“为直销立法”,甚至有人认为,在明年1月正式的法规就会亮相,更有今年9月就会有一个初步的法规出台的说法;还有一种说法认为,依照政府承诺,三年过渡期以后,我国肯定会按照入世协议开放直销行业,但不一定会为此立法…… 相对各种传言,来自政府相关部门的信息十分有限。 在各种猜测和预言的包围中,有关直销的立法工作,已经成为一个敏感而隐秘的话题…… 学术专家的观点具有广泛的前瞻性,同时也是政府立法的重要参考对象。中国社会科学院研究员冯雷对全球范围内的直销问题已经有数年的研究,并有自己独到的学术见解,尤其在世界范围内的多层次直销立法问题方面建树颇丰。就此,本刊对他进行了独家专访。
