自从2010年国务院出台《关于促进企业兼并重组的意见》后,国家和相关部委每年都会出台相关政策进行推动。今年年初,工业和信息化部联合发展改革委、财政部等国务院促进企业兼并重组工作部际协调小组12家成员单位印发了《关于加快推进重点行业企业兼并重组的指导意见》(以下简称《意见》)。此次《意见》的下发,是否预示着兼并重组进入一个新的发展阶段?作为牵头单位的工信部近年来都开展了哪些卓有成效的工作?兼并重组又存在哪些不利因素?
Since the State Council issued the “Opinions on Promoting Merger and Reorganization” in 2010, the state and relevant ministries and commissions have promulgated relevant policies every year. Earlier this year, 12 member units of the State Council’s Interdepartmental Coordination Group for the Promotion of Enterprise Merger and Reorganization jointly issued by the Ministry of Industry and Information Technology (MIIT) and the Ministry of Finance of the People’s Republic of China issued the Guidance Opinion on Accelerating the Merger and Reorganization of Key Industries (hereinafter referred to as “Opinions” "). Whether the issuance of this Opinion indicates the merger and reorganization has entered a new stage of development? What effective work has the MIIT as the leading unit conducted in recent years? What are the unfavorable factors in mergers and acquisitions?
