首先通过物资预测方法得到每个时段受灾地区的救灾物资数量,然后使用模糊聚类方法基于物资需求紧急程度对灾区进行分组,并使用灾变指数方法得到了地震次生滑坡灾害风险,通过优化运输的快速和安全性寻找供需点之间的最佳路径,最后使用模糊多目标规划的方法构建优化模型,其目标函数分别为最大化物资配送的紧急性、公平性以及有效性。论文以玉树地震应急物流配送为例验证了模型,并通过敏感度分析讨论了救灾物资供给量、群组紧急指数以及目标函数权重系数对物资分配结果的影响。
Firstly, the quantity of disaster relief materials in each affected area is obtained through the material forecasting method. Then, the fuzzy clustering method is used to group the affected areas based on the urgency of the material requirements, and the hazard of secondary landslide hazard is obtained by the catastrophe index method. Fast and safe to find the best path between supply and demand. Finally, the fuzzy multi-objective programming method is used to construct the optimization model. The objective function is to maximize the urgency, fairness and validity of material distribution respectively. The paper verifies the model with the emergency logistics and distribution in Yushu earthquake and analyzes the influence of supplies of relief supplies, group emergency index and objective function weighting coefficient on the distribution of goods and materials by sensitivity analysis.
