19世纪以来陕西自然灾害不断,以旱灾、水灾为主的灾害发生频率加大,陕西成为农业灾害的重灾区。诸多自然灾害呈现的关联性和群发性扩大和加剧了灾害破坏性。在灾害威胁下,陕西农业减灾中不断应用水利工程技术、品种选育技术和耕作栽培技术,提升了农业技术减灾性能,也实现了粮食增产目标。农业减灾技术的科学技术化特征日趋明显,标志着传统农业减灾技术向现代减灾技术的发展和转变。
