水利工程在建设的过程中具有施工规模大、施工技术难度高,施工周期长的特点,所以在工程建设的过程当中,必须要依靠工程管理人员对整个工程的施工质量进行监督与管理,但是传统的施工管理系统已经不能够有效地满足水利工程建设过程中对施工队伍的各项要求,为此必须先理完善的、先进的施工管理体系。就是在这样的背景下,水利工程管理系统得到了有效的应用。信息管理系统主要是依靠信息技术作为管理方式,有效地实现了对工程施工各环节信息的共享与处理。
