论证广泛的农业技术改革如何削弱传统专用水权的保障。鉴于专用水权的法律保护已经严重地限制了将调水机制用于满足新出现的社会需求而重新分配水的做法 ,本项论证为增加优先专用水制的灵活性、并结合其他保护公众用水利益的合理的配水原则实现这种灵活性提出了强有力而新颖的论点
Demonstrate how a wide range of agricultural technology reforms can weaken the protection of traditional water rights. In view of the fact that the legal protection of exclusive water rights has severely limited the redistribution of water by using water transfer mechanisms to meet the emerging needs of the community, this demonstration aims to increase the flexibility of priority dedicated water systems, in combination with other measures to protect the public The principle of reasonable distribution of benefits offers strong and novel arguments for achieving this flexibility
