案例背景去年12月6日,国务院国资委正式公布了《国有控股上市公司(境内)实施股权激励试行办法》,《办法》对国有控股上市公司试行股权激励的条件主要强调了三点:必须建立规范的公司治理结构、要有持续发展的能力、企业内部应建立适应市场的新机制。这被认为是股权激励的“三大门槛”。
