本文基于对浙江非公有制企业人才资源总量、结构和素质及其发展状况的调查分析,根据产业结构调整的趋势,剖析浙江战略支柱产业与相应的人才结构之间存在的错位问题,重点研究“十二五”期间,浙江非公有制企业人才的发展路径、发展趋势和发展局面。提出当前浙江经济面临的出口不振、工业下滑、消费不旺、企业困难、三产滞后等看似孤立的现象,实际上是相互联系的。以实施非公有制企业人才发展战略为突破口和新的战略引擎,加快转型升级,有望寻找到解决诸多困难和问题的方式,实现经济良性循环。
Based on the investigation and analysis of the total amount, structure and quality of talent resources in non-public-owned enterprises in Zhejiang Province and their development status, this paper analyzes the misalignment between Zhejiang’s strategic pillar industries and the corresponding talent structure according to the trend of industrial restructuring, During the “Twelfth Five-year Plan” period, the development path, development trend and development of Zhejiang non-public-owned enterprises personnel. At present, the seemingly isolated phenomena such as the sluggish export, the declining industry, the weak consumption, the difficulties of enterprises and the lagging property of three industries put forward by Zhejiang’s economy are in fact interrelated. In order to implement the talent development strategy of non-public-owned enterprises as a breakthrough point and a new strategic engine and accelerate the transformation and upgrading, it is expected to find ways to solve many difficulties and problems so as to achieve a virtuous circle of economy.
