1978年3月,五届全国人大一次会议讨论了十年动乱期间被迫停止办公实则瘫痪的国家民委的机构设置情况,正式决定恢复国家民族事务委员会的机构建制,任命杨静仁为主任。会议还重申了继续坚持党的民族平等、团结、民族区域自治、帮助少数民族发展经济文化事业等民族政策。同年5月26日,国务院发出《关于国家民族事务委员会工作任务和机构设置的通知》,对重新恢复的国家民委机构的工作作了具体部署。
In March 1978, the first session of the Fifth National People’s Congress discussed the institutional arrangements for the State Ethnic Affairs Commission, which was forced to stop its office from being paralyzed during the ten years of turmoil, and formally decided to resume the institutional establishment of the State Ethnic Affairs Commission and appointed Yang Jingren as its director. The meeting also reiterated the ethnic policy of continuing to uphold the Party’s national equality, unity, regional ethnic autonomy and helping the ethnic minorities develop their economic and cultural undertakings. On May 26 of the same year, the State Council issued the “Circular on the Work Tasks and Institutional Arrangements of the State Ethnic Affairs Commission” and made specific arrangements for the resumed work of the State Ethnic Affairs Commission.
