太平天国革命爆发以后,清代地方官僚体制发生了重大变化,旧的官僚体制逐渐被新的制度因素所替代。从咸丰朝初年至宣统年间,在原有地方正式职官体制之外,各省逐步形成了以督抚个人为中心的新生地方官僚体系,造成地方政府的机构组成与人事管理制度皆发生体制变革。这一地方官僚体系担当起了主管地方新政事务的责任,代行了近代地方政府的诸多职能,同时也为民国初年各省自治运动与地方军阀的兴起提供了制度基础。
After the Taiping Revolution broke out, the local bureaucracy in Qing Dynasty underwent major changes. The old bureaucracy was gradually replaced by new institutional factors. From the beginning of the Xianfeng Dynasty to the reign of Xuan Tong, outside of the formal official system in the original place, the new local bureaucratic system centered on governors and individuals was gradually formed in all provinces, resulting in structural changes in the institutional composition and personnel management system of local governments. This local bureaucratic system assumed the responsibility of administering local affairs of new politics and took the functions of modern local government. At the same time, it also provided the institutional basis for the autonomous movement of provinces and the rise of local warlords in the early years of the Republic of China.
