我局是市管县的县局,1985年实行局长负责制以来,我们紧紧抓住领导体制改革这个“龙头”,果断地进行了以下改革: 一、以完善经济责任制为中心,搞好配套改革。一是调整机构设置,实行分级管理。将原来的四股一室合并为两股一室。即:局长办公室、通信股、经营股。局长直接管理副局长、办公室主任、股长;通信股管生产班(组)。为了加强农村支局的管理,我们把全县16个支局分为4片,每片设中心支局长一人,其主要任务:(1)协助县局贯彻落实
