《大雅.卷阿》是君王出游时臣下所献之诗,在西周诸王中,穆王以喜爱游历著称,有史籍记载为证。《卷阿》位于“正大雅”之末,处于由治转乱、由盛转衰的特殊位置;与之相应,穆王时期是西周极盛时期,其下接厉王,正处于由盛而衰的时期。《卷阿》是《诗经》中惟一出现凤凰的诗篇,而凤凰崇拜在西周穆王时期达到极致。分析、考查《卷阿》的内容及其特殊位置,有诸多证据可以证明此诗作于西周穆王时期。
