价值链作为控制和管理的重要手段,可以引入到国防预算信息系统的构建中来,为国防预算的规范化、程序化、标准化提供参考。基于价值链的国防预算信息系统分为预算信息纵向价值链和预算信息横向价值链,具体包括预算程序信息系统、预算平台信息系统、预算辅助信息系统和后台数据库等。
