针对节水型社会建设评价指标体系因果关系不明确和指标分析方法复杂繁琐的缺点,结合节水型社会建设的特点,应用“压力—状态—响应”(PSR)模型对节水型社会建设的评价指标进行筛选和归纳,构建了基于PSR模型的节水型社会建设评价指标体系,同时运用主成分分析法,对所选指标进行综合评价分析,提出了一个新的节水型社会建设评价模型。并以扬州市为例,对扬州市各地区节水型社会建设水平进行了评价,评价结果与实际较为相符。可见该评价模型能够对各评价指标之间的因果关系进行较好的解释,可以对城市节水型社会建设起到一定的指导作用。

Taking Yangzhou City as an example, this paper evaluates the construction level of water-saving society in all regions of Yangzhou, and the evaluation results are in good agreement with the actual situation. It can be seen that the evaluation model can explain the causality between evaluation indexes better and can play a guiding role in the construction of urban water-saving society.
