预算外资金在我国建国后产生,在特定时期对于弥补预算资金缺口和促进地方经济发展起到了积极作用。但是由于预算外资金的管理制度不规范、法制不健全,其一直脱离法律规范之外,致使这笔财政资金不明不白。本文以地方政府预算外资金为研究对象,分析存在的问题,探索预算外资金的法治化道路。
Extra-budgetary funds emerged after the founding of our country and played a positive role in making up for the budget funding gap and promoting local economic development in a specific period. However, due to the non-standard management system of extra-budgetary funds, the legal system is not perfect and has been out of legal norms, resulting in an unclear financial fund. In this paper, the extra-budgetary funds of local government as the research object, analyze the existing problems and explore the extra-budgetary funds of the rule of law.
