区分粗放经营与集约经营的标志是投入的各种生产要素的产出率的高低。陆上石油企业目前采取的基本上还是粗放经营的方式,要退步走上集约经营的道路,就要狠抓:(1)“一个根本”,即更新企业领导人发展经济的思路和观念,从追求扩大投入,转变为注重发展的质量;(2)“两个基础”,即管理体制改革、企业经营机制转换和高效优质储量的勘探;(3)四项主要工作,即调整、优化队伍结构和产业结构,提高科技进步对经济增长的贡献率,恢复和强化科学管理,提高管理者和广大职工的思想素质和科学文化素质。
The distinction between extensive management and intensive management is the input and output of various factors of production. At present, the oil-based land-based enterprises are basically adopting a mode of extensive operation. If they want to step backward from the path of intensive management, they should pay close attention to the following: (1) “One fundamental”, that is, to update the thinking and concepts of business leaders in economic development.
