從基本法中不難看出,中央賦予香港的自治權是史無前例的高。基本法對特區自治權做了詳細規定,比如行政管理權、立法權、獨立的司法權和終審權、特區自行處理有關對外事務的權力、參與國家事務管理的權力等。從1990年香港基本法誕生開始,過渡期7年加上香港回歸18年來的實踐證明,基本法是一部很好的憲制法律。 It is not hard to see from the Basic Law that the autonomy of Hong Kong given by the Central Government is unprecedented. The Basic Law provides detailed provisions on the autonomy of the SAR such as administrative power, legislative power, independent judicial power and final adjudication power, the special administrative power to handle matters concerning foreign affairs and the right to participate in the administration of state affairs. From the birth of the Hong Kong Basic Law in 1990, the transition period of seven years plus the return of 18 years to Hong Kong’s practice proves that the Basic Law is a very good constitutional law.
