After the Third Plenary Session of the 11th CPC Central Committee, Deng Xiaoping brought the second spring to science and technology personnel. Science and technology are the primary productive forces. Science and technology personnel are more responsible and mission-oriented. With full energy and great enthusiasm, they devote themselves to the front line of production and devote their efforts to the country and the people.
