周作民(1884-1955),江苏淮安人。原名维新。一九〇二年入广东公学。一九〇六年考取官费赴日本留学,入京都第三高等学校。一九〇八年回国。辛亥革命后曾任南京临时政府财政部库藏司科长,北京政府财政部库藏司司长,一九一五年辞职。后任交通银行稽核课主任,又兼芜湖分行经理。一九一七年金城银行成立,出任总经理。一九二一年以后,金城与盐业、中南、大陆等银行组成联营机构,为该机构负责人之一。北洋军阀垮台后,周向国民党政权靠拢,历任财政委员会委员、行政院驻北平政务整理委员会委员等职。一九三五年任金城银行总董兼总经理。同年与吴鼎昌率团访问日本考察经济,归国后 Zhou Zuomin (1884-1955), Huai’an, Jiangsu.
