周作民(1884-1955),江苏淮安人。原名维新。一九〇二年入广东公学。一九〇六年考取官费赴日本留学,入京都第三高等学校。一九〇八年回国。辛亥革命后曾任南京临时政府财政部库藏司科长,北京政府财政部库藏司司长,一九一五年辞职。后任交通银行稽核课主任,又兼芜湖分行经理。一九一七年金城银行成立,出任总经理。一九二一年以后,金城与盐业、中南、大陆等银行组成联营机构,为该机构负责人之一。北洋军阀垮台后,周向国民党政权靠拢,历任财政委员会委员、行政院驻北平政务整理委员会委员等职。一九三五年任金城银行总董兼总经理。同年与吴鼎昌率团访问日本考察经济,归国后
Zhou Zuomin (1884-1955), Huai’an, Jiangsu. Formerly known as Victoria new. In 1902 into the Guangdong public school. After 1921, Jincheng formed a joint venture with banks such as Salt, Central South and Mainland China and is one of the responsible persons of the agency. After the fall of the Northern Warlords, the Zhou Kuomintang government moved closer together and served successively as a member of the Finance Committee and a member of the Peking Administrative Committee in Peking.
