世界主要国家和我周边邻国空防管理体制可大体分为全国统管型和分区负责型两类。管理机制主要包括预警机制、联动机制和保障机制,基本建设经验可概括为“统、减、扩、联”四个字。这些经验启示我们,应适应大区域联合防空作战的需要,适时组建专司空防管理的指挥机构;适应指挥体制扁平化的要求,科学设计空防部队的体制编制;适应尽早预警的防空作战需求,构建外向型空防力量体系。
The air defense management systems of the major countries in the world and neighboring countries neighboring me can broadly be divided into two types, namely the unified type in the country and the type in charge of partition. The management mechanism mainly includes the early warning mechanism, the linkage mechanism and the safeguard mechanism, and the capital construction experience can be summarized as the words “unified, reduced, expanded and united.” These experiences have inspired us to adapt to the needs of joint air defense operations in large regions and set up command organizations that specialize in air defense management in a timely manner. We should scientifically design the institutional preparation of air defense units to meet the requirements of the flattening of the command structure, meet the needs of early warning of air defense operations, Build an outward-looking air defense force system.
