城市土地资源短缺、环境污染严重、利用率偏低已经成为制约城市化水平的关键性因素。选取江浙沪地区作为研究对象,探索性地运用三阶段DEA与Bootstrap-DEA方法对该地区25个城市在2009~2012年间的城市建设用地生态效率、空间格局演变及其特征进行实证分析,剥离了外部环境因素、随机误差、样本敏感性及生产前沿面完全效率状态的影响,为现实评估城市建设用地生态效率提供了更为精确可行的方法。研究结果表明:1传统DEA测度的技术效率,纯技术效率和规模效率都被不同程度地高估或低估;2自2011年以来,大部分城市的决策与管理水平都趋于成熟,但仍处于规模报酬递增阶段;3由空间演变过程来看,各城市的生态效率值在这4年间都有不同程度的提升,尤其是2011年以后,整体升幅显著。根据Bootstrap纠偏以后得到DEA排名,上海市建设用地利用水平最高,苏南地区高于苏北地区,浙东地区高于浙西地区,城市建设用地生态效率与地区经济发展水平、前期资源消耗及后期环境污染控制等多方面因素有关。
Urban land shortage of resources, serious environmental pollution, low utilization has become a key factor restricting the level of urbanization. Taking Jiangsu, Zhejiang and Shanghai as the research object, this paper explored the eco-efficiency, spatial pattern evolution and characteristics of urban construction land in 25 cities in the region from 2009 to 2012 through three-stage DEA and Bootstrap-DEA method. External environmental factors, random errors, sample sensitivities and the complete efficiency of production frontier surface, provide a more accurate and feasible method for assessing the ecological efficiency of urban construction land. The results show that: 1 The technical efficiency, pure technical efficiency and scale efficiency of traditional DEA measures have been overestimated or undervalued to varying degrees; 2 Most cities in China have matured the level of decision-making and management since 2011, In terms of spatial evolution, the values of ecological efficiency of cities in various degrees improved in these four years, especially since 2011, with an overall increase of notable magnitude. According to the DEA rankings after bootstrap correction, Shanghai has the highest utilization of construction land, higher in southern Jiangsu than in northern Jiangsu, and higher in eastern Zhejiang than in western Zhejiang.
