把经济的活跃与稳定有机地予以协调,为之达到均衡状态提供调节,是经济运行机制的基本功能。我们要实现计划与市场的有机结合,形成新的经济运行机制,也必须探讨这种运行机制所要求的新的均衡条件。这是探讨计划与市场如何实现有机结合的重要课题,是减少建构新经济机制运行过程中的盲目性,确立合理的改革方向和步骤的需要。
It is the basic function of the economic operation mechanism to coordinate organically the activity and stability of the economy and to achieve the equilibrium. We must realize the organic combination of planning and market and form a new economic operation mechanism. We must also explore the new equilibrium conditions required by such operational mechanism. This is an important issue to explore how the plan and the market can be organically integrated. It is a need to reduce the blindness in the process of constructing the new economic mechanism and establish a reasonable direction and step for the reform.
