新诞生的石油技术转让委员会(PTTC)与俄克拉何马独立石油协会(OIPA)(原为会议召集者)于1994年1月20日在州议会大厦召开了南中大陆地区(俄克拉何马州和阿肯色州)会议。在石油技术转让委员会常务理事Deborah Rowell到达之前(因天气原因飞机不能按时起飞),由俄克拉何马独立石油协会副主席、常务理事Mickey Thompson担任会议主席。DeborahRowell还是美国独立石油协会(IPAA)经济与情报机构的副会长。在32个与会者中,18个是俄克拉何马地质学会(OCGS)成员,其中包括Dave Bryant会长和当选的Bob Northcutt会长。
The newly formed PTTC and the OIPA (formerly convener of the conference) convened the South Midlands on 20 January 1994 in the State Capitol (Oklahoma State and Arkansas) meetings. Mickey Thompson, vice-chairman and executive director of the Independent Petroleum Association of Oklahoma, served as chairman of the meeting prior to the arrival of Deborah Rowell, executive director of the Petroleum Technology Transfer Board, due to the weather being unable to take off on time. Deborah Rowell is also vice president of the Economic and Intelligence Unit of the Independent American Petroleum Institute (IPAA). Of the 32 participants, 18 are members of the Oklahoma Geological Society (OCGS), including President Dave Bryant and elected President Bob Northcutt.
