In May this year, José Solana, a famous researcher of the Central Asian and Oceanian Research Center of the Central Committee of the Communist Party of China, was invited to give a report on the Cuban economic situation and the reform made in Latin American and Chinese Academy of Social Sciences. The summary of Solana will be summarized as follows. 1993 was the most difficult year for Cuba’s economy. After the country’s import capacity dropped from 8.1 billion U.S. dollars in 1989 to 2.2 billion U.S. dollars in 1992, it further dropped to 1.7 billion U.S. dollars in 1993. Cuba’s import capacity in 1993 was only 20 per cent of its annual import capacity in the second half of the 1980s. Of the $ 1.7 billion imported in 1993, fuel imports amounted to 5.7 million tonnes, accounting for 650 million U.S. dollars, food imports 440 million U.S. dollars and milk imports 80 million U.S. dollars. The serious shortage of foreign exchange earnings has further deepened the country’s economic crisis.
