从当前人口结构、公民教育程度、就业结构等方面来看,我国目前具备实施弹性退休政策的条件。但弹性退休政策的适用对象、实施条件以及如何因区域、企业甚至是岗位的差异采用不同的实施方式,仍需慎重考虑,以保障社会公平,提高人力资本利用率,增加个人、企业、社会的三方利益。
From the current population structure, civic education, employment structure and other aspects, our country now has the conditions for the implementation of flexible retirement policy. However, the object of application of flexible retirement policy, its implementation conditions and how to adopt different ways of implementation due to differences in regions, enterprises and even posts still need careful consideration to ensure social fairness, increase utilization rate of human capital and increase personal, corporate and social Tripartite interests.
