江泽民同志指出:“总结多年的实践经验,从严治党,关键在于建立起一套便利、管用、有约束力的机制,使党的各级组织对党员、干部实行有效的管理和监督,及时发现矛盾、解决问题,使党的肌体始终保持健康。”实施党建工作目标责任制就是坚持“党要管党,从严治党”的一项重要举措。我们对上海市浦东新区社发局党委全面实施基层党建工作责任制的实践进行了调查,调查方式采用问卷、座谈、查阅资料相结合。问卷调查向社发局基层党组织发出领导问卷100份,党员问卷310份,收回领导问卷100份,党员问卷306份。结合座谈会、查阅资料分析,结果显示,社发局实施党建工作目标责任制初见成效,但作为一种探索,还必须用“三个代表”的理论作为指导,进一步健全和完善。下面就调查情况作一简要分析,并提出几点初步的思考。

Find contradictions and solve problems so that the party’s body will always remain healthy. ”The implementation of the target responsibility system for party-building work is an important measure to uphold the principle of“ the party must control the party and strictly administer the party. ” We conducted a survey on the practice of implementing the responsibility system for grassroots party-building at the grass-roots level by the party committees under the leadership of the Social Development Bureau of Pudong New Area in Shanghai. The survey adopted a combination of questionnaires, informal discussions and access to information. The questionnaire sent out 100 leading questionnaires to the grass-roots party organizations of the Social Development Bureau, 310 member questionnaires, and 100 questionnaires for the leaders and 306 members. According to the symposium and the analysis of the data, the results show that the initial responsibility of implementing the party building work of the Social Development Administration has achieved initial success. However, as an exploration, we must use the “three represents” theory as a guide and further improve and perfect it. Here’s a brief analysis of the investigation, and put forward some preliminary thinking.
