General Outline of Fly Ash Emissions and Comprehensive Utilization in China In 1985, the State Council decided that the comprehensive utilization of resources was under the centralized management of the State Economic Commission and approved the “Provisional Regulations on Several Issues of Comprehensive Utilization of Resources” of the State Economic Commission (Guofa (1985) No. 117). At the same time, a series of incentive measures and preferential policies are proposed for the comprehensive utilization of resources. In 1986, the State Economic Commission and the Ministry of Finance promulgated "on the improvement of the existing comprehensive
