2006年内蒙古自治区开始了新一轮的事业单位改革。由内蒙古行政管理学会与内蒙古财经学院组成的“内蒙古事业单位管理体制改革”课题组,对内蒙古自治区锡林郭勒盟事业单位改革情况进行了调研。本文作为调研成果就锡林郭勒盟事业单位改革的具体措施进行了梳理,作为西部少数民族地区,锡林郭勒盟地广人稀,少数民族聚居,其改革具有一定的代表性,本文就其改革历程、具体措施、成效分析、问题分析等方面进行梳理。锡盟本轮事业单位试点改革,做了不少有益的探索和尝试。希望这些探索和尝试能为全面推进锡盟事业单位改革提供经验借鉴和有益参考,也能为其它西部民族地区制定改革措施提供参考和借鉴。
In 2006, the Inner Mongolia Autonomous Region started a new round of institutional reform. Inner Mongolia Institute of Economics and Inner Mongolia Institute of Finance and Economics, “the reform of the management system of Inner Mongolia institutions” group conducted a survey on the reform of Xilin Gol League in Inner Mongolia Autonomous Region. As a result of the research, this paper sorts out the specific measures for the reform of Xilin Gol League institutions. As the western minority areas, the Xilinguole League is sparsely populated and the ethnic minorities live in concentrated communities. The reform has some representative features. This paper, based on the reform process, concrete measures , Effectiveness analysis, problem analysis and so on. The current round of reform and pilot reform of the Ximeng League made a lot of useful explorations and attempts. It is hoped that these explorations and attempts will provide reference and useful reference for the comprehensive promotion of the reform of public institutions in the Western League and provide references for the formulation of reform measures in other western minority regions.
