Between 1947 and 1948, procedural issues concerning the peace treaty with Japan were discussed in the United States, Britain, the Soviet Union and China. The United States Advocates Call for a Voting Procedure consisting of a Two-Thirds majority decision made by representatives of the 11 Far Eastern Council delegates to Japan and the United States; the United Kingdom supports the U.S. proposal; and the Soviet Union insists on Japan, the United States, Britain, the Soviet Union and China The four foreign ministers discussed the matter and drafted the four-nation foreign ministers’ meeting with Japan. China initially agreed with the U.S. proposal and later proposed that a two-thirds majority should include the consent of the United States, Britain, the Soviet Union and the four Central Powers. The discussions on procedural issues in the United States, the Soviet Union, the United Kingdom and Britain focus on whether the principle of unanimous consent of the major powers should be adhered to and that the differences between the four nations over the issue of the procedures for the peace agreement with Japan have directly led to the situation of independence and independence.
