建立自由贸易园区是十八届三中全会《决定》的明确要求,也是广州全面深化改革、抢占对外开放制高点的实际需要。本文从WTO到FTA,从FTA到CEPA、ECFA,从FTZ到上海自由贸易实验区,对自由贸易园区(FTZ)的规则、理念和概况进行了全面梳理,提出必须从经济全球化和区域化的发展趋势来审视自由贸易园区(FTZ)。根据国际经济规则的多重构架,结合广州实际,作者对建立广州自由贸易园区提出了若干建议,对广州申报和建立自由贸易园区具有参考价值。
The establishment of a free trade park is a clear requirement of the “Decision” of the Third Plenary Session of the 18th CPC Central Committee, and is also the actual need of Guangzhou to comprehensively deepen the reform and seize the commanding height opened to the outside world. From WTO to FTA, from FTA to CEPA, ECFA and from FTZ to Shanghai Free Trade Experimental Zone, this article comprehensively sorts out the rules, concepts and general situation of Free Trade Zone (FTZ), and points out that it is necessary to start from the perspective of economic globalization and regionalization Development trend to examine Free Trade Zone (FTZ). According to the multiple frameworks of international economic rules and the reality of Guangzhou, the author made a number of suggestions on the establishment of Guangzhou Free Trade Zone and has reference value for Guangzhou to declare and establish a free trade park.
