案例背景安徽省阜南县是典型的吃国家转移支付的贫困县,视招商引资为唯一出路。2005年12月,阜南县专门下发文件将8亿元招商引资任务逐层分解到31个乡镇和73个县直部门以及垂直管理部门,并与干部的提拔使用、考核评比、奖金福利挂钩。2006年12月13日新华社报道,阜南县市容局、安监局两位局长因招商引资不力被停职、免职。此事引起国务院领导高度重视,并派出调查组进行查处。目前,相关县领导已被处分,当事人已恢复职务。
