我国经济体制改革的关键,是正确处理好国家和企业,尤其是和国营企业之间的关系;在国家管理体制内部,又要处理好中央和地方的关系。本文试从现存中央地方企业的关系进行分析,并由此提出改善中央地方企业关系的综体设想。
The key to the reform of our economic structure is to properly handle the relations between the state and enterprises, especially the state-owned enterprises. In the state administration system, we must also handle the relations between the central and local governments. This paper tries to analyze the relationship between the existing local enterprises in the central government and put forward the general idea of how to improve the relations between central enterprises in the local areas.
