随着台商资金投资大陆,台湾人才亦前赴后继地移往大陆发展,对台湾社会发展产生相当程度的影响,最重要的议题之一即是台湾青年移工西漂工作之后所带来的社会保障议题。作为社会的一分子,每个人都应该享有社会保障的权利,但跨境移动劳工可能会面对与就业地本地劳工在社会保障上存在差别待遇之问题,甚至有可能同时失去原居地及就业地的社会保障。台湾地区对于劳工跨境移动的研究大多针对外地劳工引进对台湾就业市场的影响,或是聚焦于外地劳工的管理及权益保障,对于台湾劳工向外移出的相关研究及调查仍相当缺乏。因此,本文的研究问题聚焦在离开台湾到大陆工作的台湾青年,他们为什么离开?以及两岸社会保障制度的不同是否会构成其生涯发展的风险?并针对台籍移工在大陆工作所遇到之退休保险、失业保险、医疗保险、与职业灾害等面向加以分析。
As Taiwan businessmen invest their money in mainland China, talented people in Taiwan have also moved onward to mainland China and have a considerable degree of impact on Taiwan’s social development. One of the most important issues is the social security brought by Taiwan young migrants after they move westward issue. As a member of society, everyone should have the right to social security. However, cross-border migrant workers may face the problem of differential treatment of social security with local workers in employment and may even lose their place of origin and employment at the same time To the social security. Most of the studies on cross-border labor migration in Taiwan focused on the impact of foreign labor importation on the job market in Taiwan or on the management and rights and interests protection of foreign workers. There is still a lack of relevant research and surveys on the outward movement of Taiwanese workers. Therefore, the research topic of this paper focuses on the young Taiwanese who left Taiwan to work in mainland China. Why did they leave? And whether the differences between the social security systems on both sides of the Taiwan Strait pose the risk of their career development. Retirement insurance, unemployment insurance, medical insurance, occupational hazards and other aspects to be analyzed.
