在全国社会保障工作会议之后,紧接着召开了两天的全国劳动保障工作会议暨先进集体先进个人表彰大会。劳动保障部部长张左己在会上明确提出了“十五”期间劳动保障事业发展的总体目标:基本建立起适应社会主义初级阶段生产力水平、符合社会本义市场经济要求、比较完善的劳动和社会保障制度,使广大城镇劳动者得到较为充分的就业和基本的社会保障。
