1990年3月,张才奎担任了山东水泥厂的厂长兼党委书记。他上任之后,带领全厂职工艰苦创业,顽强拼搏,克服重重困难,使一个濒临倒闭的“老大难”企业起死回生,并走上了健康、快速、协调发展的轨道。全厂的水泥产量和经济效益连续5年同步直线上升。1993年水泥产量达到60万吨,是1989年的4.2倍,超设计能力30%。1994年全厂两条线,停下一条搞技改,水泥产量仍达到53万吨。当年实现利税1572万元,5年累计为国家创利税5500万元,企业整体素质逐年提高。因此,山东水泥厂先后被命名为省、市级文明单位,全国优秀政工企业,张才奎这位好带头人也荣获了全国“五一”劳动奖章。知难而进,勇挑重担
