军工研究所工艺技术能力的系统化提升,就是要将企业每项工艺工作进行科学地计划、组织和控制,乃至延伸至观念、机制、改革等多个领域。通过工艺技术工作的系统化管理,使工艺技术能力通过自我研发和对外合作得到提升,管理过程中出现的各项关系得到正确解决,实现技术和管理工作“双创新、双提升”。
Systematic upgrading of the technological capabilities of the Institute of Military Science is to plan, organize and control each technological process of the enterprise scientifically, and even extend to the fields of concept, mechanism and reform.
