学校发展计划是一种分权式学校制度变革的理念和方法,源于英国,强调学校的自主发展。自200 0年以来,经由国际教育外援项目,连续十余年在我国大规模实验和推广,引起我国政府和学术界的广泛关注,在社会转型和教育深刻变革的今天,对其理论和实践的探讨有着很强的现实意义。本文通过对我国外援项目中学校发展计划的内涵、缘起、运行模式、制定方法的回顾、梳理和反思,客观评述了学校发展计划的价值和在我国实验的效果。
School development plan is a concept and method of decentralized school system reform. It originated from Britain and emphasized the autonomous development of schools. Since 200 years, through the international education foreign aid project, for more than ten consecutive years, the large-scale experiment and promotion in our country have aroused the widespread concern of the government and academia in our country. Today, with the social transformation and profound changes in education, Discussion has a strong practical significance. This article objectively reviews the value of school development plan and the effect of experiment in our country through reviewing, combing and reflection on the connotation, origin, operation mode and formulation method of the school development plan in China’s foreign aid project.
