搞活内部分配与铁路运输企业其他相关改革之间具有较高的依存度,不能人为分割、孤军突进。笔者以铁路工资制度、用工制度现状为前提,就如何统筹设计各类人员分配方案,同步推进相关制度改革,进一步搞活铁路内部分配展开讨论。
There is a high degree of dependence on the internal distribution and the other relevant reforms of the railway transport enterprises, which can not be artificially divided or go hand in hand. Based on the present situation of railway wage system and employment system, the author discusses how to design various types of personnel distribution plans, simultaneously promote the reform of related systems and further invigorate the internal distribution of the railway.
