在国民经济高速发展的背景下,随着大批农村剩余劳动力涌入城市,进一步缩小了城乡差距。在这样的情况下,由于土地资源日趋紧张,城乡规划就显得格外重要。但不可否认的是,我们在城乡规划的过程中必然会面对土地规划管理所带来的极大限制。因此,城乡规划的实施与土地规划的管理之间不仅存在着紧密联系,同时也具有一种相互对立的关系。基于此,在正确认识“两规”差异的基础上,对土地规划管理与城乡规划实施之间的关系进行了系统分析与探究。 Against the background of the rapid development of the national economy, with the influx of a large number of surplus rural labor force into cities, the urban-rural gap has been further narrowed. In such circumstances, planning for urban and rural areas is of special importance due to the increasingly tight land resources. However, it is undeniable that we will inevitably face great restrictions brought by the management of land planning in the process of urban-rural planning. Therefore, there is not only a close relationship between the implementation of urban and rural planning and the management of land planning, but also a mutually antagonistic relationship. Based on this, based on the correct understanding of the differences between “two regulations”, the relationship between land planning management and the implementation of urban and rural planning is systematically analyzed and explored.
